The Adopted Budget

After a budget process that stretched from a failed vote in June into a final vote in late July, Walhalla City Council adopted the FY 2026-27 budget on final reading, in a 4-2 vote.

  • General Fund – $7.001 million
  • Enterprise Fund – $6.026 million

Where the Money Comes From

  • Property Taxes – 24% of general fund revenue (about $1.02 million)
  • Sanitation Fees – 23% of general fund revenue (about $1 million)
  • Business Licenses – 15% of general fund revenue (projected about $625,000)
  • Local Receipts – 12% (building permit fees, fines, accommodations taxes, recreation fees, park admissions, and similar)

Changes Made Before Final Passage

The original budget failed on a 3-3 vote on June 29, after a proposal to fund two part-time firefighter positions came up short. Council kept the prior year’s budget in place temporarily and restarted the process. Two amendments were adopted before the final vote:

  • Reallocated about $57,700 within the balanced budget to fund two part-time firefighter positions, funded by reducing fire hydrant purchases, eliminating a proposed part-time ranger position at Stumphouse Mountain Park, and removing mayor/council training expenses
  • Transferred $30,000 from lease and contract services into administrative personnel expenses (salary and wages, retirement, FICA, and health insurance)

Applying for a Special Event Permit

Any outside organization hosting a public event in Walhalla needs a Special Event Permit before the event can be approved. Here’s what to know before you apply.

⏱ Submit at least 60 days before your event

Applications received fewer than 60 days out may not be processed in time. Plan accordingly.

What you’ll need

  1. Completed Special Event Permit Application
  2. Non-refundable $100 application fee
  3. Proof of $1,000,000 liability insurance naming the City of Walhalla as co-insured
  4. All vendors (including entertainers) must hold a current Walhalla business license
  5. Food vendors must additionally register for and collect the city’s 2% hospitality tax

  • City Green — N Catherine Street & Main Street (next to Arby’s)
  • Brown Square — Main Street & College Street
  • City facilities (Depot, Old St. John’s, Recreation Facilities) — these also require a separate RecDesk reservation

Water Service Changes

Water service must be started, stopped, or transferred in person at City Hall. Walk-ins welcome as no appointment is needed.

Starting service

Bring the following to the office:

  • Valid government-issued photo ID
  • Renters: your signed lease agreement or a completed New Tenant Form (available at the office)
  • Businesses: also bring proof of passing Fire Marshal inspection

Apply for a Utility Tap

New water and sewer tap applications must be submitted in person and require sign-off from both the City and OJRSA before a tap can be approved.

How to apply

  1. Download and complete both forms below
  2. Bring completed forms to the Water Department at 206 N Church Street
  3. Contact OJRSA separately to confirm capacity at your address as  the City cannot approve the tap until OJRSA signs off
  4. Allow additional processing time for OJRSA review
