Serving Walhalla

The City’s boards, commissions, and committees are made up of residents who volunteer their time to guide decisions on zoning, construction, downtown development, planning, and the City’s tree canopy. Most members are appointed by City Council, and vacancies are filled through an open application process.

Board of Zoning Appeals

The Board of Zoning Appeals hears appeals of decisions made by the zoning administrator, and considers variance and special exception requests. The board can enforce, overturn, or modify the zoning administrator’s decision, but may only consider whether the ordinance was read correctly.

  • Meets as needed on the third Monday of each month
  • Agenda items require a minimum 15-day public notice
  • Appeals must be filed within 10 days of the zoning administrator's decision
  • Applications are due by the second Wednesday of the month for the following month's meeting

Planning Commission

The Planning Commission reviews rezoning requests, subdivision applications, and land use matters, and advises City Council on the Comprehensive Plan and related ordinances. Like the Board of Zoning Appeals, applications requiring Planning Commission consideration are due by the second Wednesday of the month.

Construction Board of Adjustments and Appeals

The Construction Board of Adjustments and Appeals hears appeals related to building code decisions and construction requirements.

Downtown Development Corporation (DDC)

The Walhalla Downtown Development Corporation supports economic development and revitalization efforts in the downtown district.

Tree & Beautification Committee

The Tree & Beautification Committee works on the City’s tree canopy, landscaping, and beautification efforts.

Training Requirements

South Carolina law requires all Planning Commission members, Board of Zoning Appeals members, and planning staff to complete a minimum of six hours of orientation training within their first year of appointment, and three hours of continuing education each year thereafter, unless they meet exemption qualifications. Training is offered through the Appalachian Council of Governments (ACOG).

Applying for a Special Event Permit

Any outside organization hosting a public event in Walhalla needs a Special Event Permit before the event can be approved. Here’s what to know before you apply.

⏱ Submit at least 60 days before your event

Applications received fewer than 60 days out may not be processed in time. Plan accordingly.

What you’ll need

  1. Completed Special Event Permit Application
  2. Non-refundable $100 application fee
  3. Proof of $1,000,000 liability insurance naming the City of Walhalla as co-insured
  4. All vendors (including entertainers) must hold a current Walhalla business license
  5. Food vendors must additionally register for and collect the city’s 2% hospitality tax

  • City Green — N Catherine Street & Main Street (next to Arby’s)
  • Brown Square — Main Street & College Street
  • City facilities (Depot, Old St. John’s, Recreation Facilities) — these also require a separate RecDesk reservation

Water Service Changes

Water service must be started, stopped, or transferred in person at City Hall. Walk-ins welcome as no appointment is needed.

Starting service

Bring the following to the office:

  • Valid government-issued photo ID
  • Renters: your signed lease agreement or a completed New Tenant Form (available at the office)
  • Businesses: also bring proof of passing Fire Marshal inspection

Apply for a Utility Tap

New water and sewer tap applications must be submitted in person and require sign-off from both the City and OJRSA before a tap can be approved.

How to apply

  1. Download and complete both forms below
  2. Bring completed forms to the Water Department at 206 N Church Street
  3. Contact OJRSA separately to confirm capacity at your address as  the City cannot approve the tap until OJRSA signs off
  4. Allow additional processing time for OJRSA review
